Recent Legislation signed by Gov

Greeting Everyone,

Yesterday, Gov Hochul signed some key legislation into law that impacts EMS going forward. The two laws that were signed are:

  1. Legislation S.8486-C/A.9102-C Relates to Medicaid Reimbursement for Treatment in Place and Transportation to Alternative Health Care Settings by Ground Ambulance Services (TIP and TAD)
  2. Legislation S.6226-A/A.5789-A Provides For Availability of Ambulance Services and Advanced Life Support First Response Services to Store and Distribute Blood and Initiate and Administer Blood Transfusions

While these have made it through the process, please make sure to keep an eye out for further communication. I am confident that the SEMSCO and Division of EMS will be working diligently to provide further guidance on these recent additions.

New DOH Policy

Greetings Everyone,

Today, another policy statement was published and is located both in this email and on the DOH website. This policy was created to outline the changes that were made to the new education regulations. Many of you have asked me “what has changed” and since it was such a large change, it has been difficult to outline all of those. So, like the new procedures that have been implemented, such as the “protocol change log”, the DOH has released a “education change log”. Please see either the attached, or it is under the policy page on the DOH as policy 24-08. This makes 3 new policies that have come out over the last 2 days.

First, MI and Last Name as they appear on your NYS EMT Card
Your NYS instructor number (for CIU)
Your NYS EMT Number
Full Street Address
Primary EMS Agency Code
Secondary EMS Agency Code (if applicable)

Payment will be collected at the beginning of the course. Only checks may be accepted. Checks should be made out to the “Monroe-Livingston Regional EMS Council”.

All of these courses are at the Public Safety Training Facility. 1190 Scottsville Road, Rochester, NY 14624.

08/26/24 NFARS Gate Update

I have been informed of a change to access into the Niagara Falls Air Reserve Station. Below was the message:

Effective 0600  Monday 26 August – 0600 hrs Saturday 31 August,  all vehicle traffic entering NFARS will use the Tuscarora Road Gate.

If you require entrance into the NFARS please make note.
